Nonprofit organizations submit information to HUD through Grants.gov to apply for funding to develop and implement an ongoing training program for housing counselors. HUD will use the information to evaluate applicants competitively and then select one or more organizations to receive funding to develop and implement the ongoing training program for housing counselors.

This Emergency request is necessary because of the requirement that HUD obligate housing counseling grants within 180 days of Congressâs enactment of appropriations acts. OHC has until August 14, 2019 (180 days calculated from February 15, 2019) to obligate funds. The use of normal clearance procedures is reasonably likely to prevent or disrupt the collection of information or is reasonably likely to cause this statutory deadline to be missed.
There are no changes to the information being collected or how it is being collected. There was an increase in the burden hours that were reported based on the change from a 4-quarter period of performance to a 5-quarter period of performance.
The estimates are based on actual Housing Counseling Training Grant Program awardee experience with the Training Grant NOFA. These charts do not affect how the housing counseling program is being administered.
