Fishing vessels permitted to participate in federally permitted fisheries in the Northeast Region are required to submit logbooks containing catch and effort information about their fishing trips. Participants in the tilefish and open access herring fisheries are also required to make reports on the catch through an Interactive Voice Response (IVR) system. In addition, vessels fishing under the Exempted Fishing Permit (EFP) or Mid-Atlantic Research Set-Aside (RSA) programs are required to submit research catch information through the IVR system.

The wage and labor rate for computing public burden was adjusted from $18.88 per hour to $24.84 using 2018 Bureau of Labor and Statistics data.
The rate used for the public cost burden in chart 13 reflects an increase of postage costs from $0.49 to $0.50.
