In accordance with 5 CFR 1320, the information collection is approved for three years. Note that FERC included a one-time burden estimate (42,137 hours) associated previously with the addition of Reliability Standard TPL-007-1 in this collection that was annualized over the three year approval period. FERC will need to remove this burden from this collection and their inventory after year 3, which will end in 11/2019. Similarly there are a number of one time responses that will need to be adjusted. Additionally, the previous terms of clearance will need to be addressed by FERC when Reliability Standards TPL-001-0 through TPL-001-004 are revised (FERC 725-A) since these requirements are not changing in the current update to the collection (FERC-725N): "When FERC considers approval of the next versions of Reliability Standards TPL-001 through TPL-004, and TPL-007, they should consider small entity impacts and potential options for reducing their recordkeeping and reporting burden."

Pursuant to section 215 of the Federal Power Act (FPA), the Commission approves Reliability Standard TPL-007-2 (Transmission System Planned Performance for Geomagnetic Disturbance Events). The North American Electric Reliability Corporation (NERC), the Commission-certified Electric Reliability Organization (ERO), submitted Reliability Standard TPL-007-2 for Commission approval in response to directives in Order No. 830. As discussed in this final rule, we determine that Reliability Standard TPL-007-2 better addresses the risks posed by geomagnetic disturbances (GMDs) to the Bulk-Power System, particularly with respect to the potential impacts of locally-enhanced GMD events, than currently-effective Reliability Standard TPL-007-1 and complies with the Commissionâs directives in Order No. 830.

The North American Electric Reliability Corporation (NERC), the Commission-certified Electric Reliability Organization, submitted Reliability Standard TPL-007-2 for Commission approval. The Commission also directs NERC to develop and submit modifications to Reliability Standard TPL-007-2: (1) to require the development and implementation of corrective action plans to mitigate assessed supplemental GMD event vulnerabilities; and (2) to authorize extensions of time to implement corrective action plans on a case-by-case basis. In addition, the Commission accepts the revised GMD research work plan submitted by NERC.
