OIRA is granting this emergency revision, but notes that the need for emergency approval was not precipitated by the arrival of Hurricane Florence, but rather by the agency's lack of adequate planning to allow time for the collection to go through notice and comment. Despite that fact, OIRA is approving this emergency so that FEMA can best respond to the needs of those impacted by the hurricane. The agency has received an approval of three months. When the agency resubmits this collection, it will be after going through notice and comment as required by the statute. The agency will work to ensure that all necessary updates are in place and have gone through the normal PRA process prior to the start of the next hurricane season and will brief OIRA in the coming months to demonstrate that it has developed a plan to accomplish this goal.
