Terms of Clearance: OMB appreciates BJS efforts to continually improve the ability of the National Corrections Reporting Program to provide relevant, timely information to decisionmakers, illustrated in this request by the addition of several new variables. Within one year of clearance, BJS agrees to report to OMB on response rates to the new variables and any changes in overall response or participation that occur after the addition of the new variables. The next full submission for clearance in 3 years should include a thorough evaluation of the quality of the new variables, a description of steps taken by BJS to improve quality, and a schedule for future steps.

Abstract: The National Corrections Reporting Program (NCRP) is the only national data collection furnishing annual individual-level information for State prisoners admitted or released during the year, those in custody at year-end, and persons discharged from parole supervision. The NCRP collects data on sentencing, time served in prison and on parole, offense, admission/release type and demographic information. BJS, the Congress, researchers and criminal justice practitioners use these data to describe annual movements of adult offenders through State correctional system. Providers of the data are personnel in State Departments of Corrections.

Short Statement: The estimate of 1502.5 hours for states to compile and submit the five parts of the NCRP in 2019 (data year 2018) has changed since the collection’s previous OMB clearance due to the necessary modifications to states’ data extraction programs to add 3 citizenship variables and remove 7 underperforming variables.
