The SUTA initiative gives the Secretary of Agriculture certain discretionary authorities relating to financial assistance terms and conditions that can enhance the financing possibilities in areas that are underserved by certain RUS electric, water and waste, and telecom and broadband programs. The SUTA initiative identifies the need and improves the availability of RUS programs to reach trust areas when they are determined by the Secretary of Agriculture (such authority has been delegated to the Administrator of RUS) to be substantially underserved. The collection consists of the information necessary to request assistance for the discretionary authorities.
This renewal submission reflects a decrease from 2 SUTA respondents in the previous collection to 1 SUTA respondent, as demonstrated by the number of total SUTA requests that the Telecom Program has received since the previous submission. The number of hours for Agency staff to review a SUTA application has increase from 6 to 8 hours because employees have gained more experience in conducting reviews of SUTA requests. Additionally, the method to report the number of hours per response has been corrected from the previous submission. This increased the hours per response from 6 in the previous collection to 30 hours per response in this collection. The correction Ii.e increase in burden hours) is based on the responses from constituents gathered for this renewal.
