The increase in the number of respondents by 4,106, the total responses by 126,768 and the IC burden hours by 31,692, are due to a revision of agency estimates and a general increase in the number of respondents since the last renewal in 2015. The total cost burden is also due to the amount of respondents that actually mail in their completed form to the ATF for processing, which amounts to 13% of the total respondents to the form.
