Navigation safety regulations help assure that the mariner piloting a towing vessel has adequate equipment, charts, maps, and other publications. For inspected towing vessels, a muster list and emergency instructions provide effective plans and references for crew to follow in an emergency situation.

The change (i.e., increase) in burden is an ADJUSTMENT due to an increase in the estimated annual number of respondents. The reporting and recordkeeping requirements, and methodology for calculating burden, remain unchanged. The Coast Guard made no changes to the burden estimate, in response to the 60-day Notice public comments. The concerns raised by the commenter were already accounted for in our estimate.
