Background. The FERC-725A collection originally contained the paperwork requirements and associated burden hours for most of the nationwide Reliability Standards, including the VAR group of standards. In the final rule in RM15-16, the Commission approved revisions to the Transmission Operations and Interconnection Reliability Operations and Coordination Reliability Standards, developed by the North American Electric Reliability Corporation, which the Commission has certified as the Electric Reliability Organization responsible for developing and enforcing mandatory Reliability Standards. The Commission also directed NERC to make three modifications to the standards within 18 months of the effective date of that final rule.
NOPR in Docket RM16-20 related to this ICR. The Commission proposes to approve Reliability Standard PRC-012-2 (Remedial Action Schemes, being added to FERC-725G) submitted by the North American Electric Reliability Corporation. The purpose of proposed Reliability Standard PRC-012-2 is to ensure that remedial action schemes do not produce unintentional or unacceptable reliability risks to the bulk electric system.
Reliability Standards PRC-015-1 and PRC-016-1 are also being removed from FERC-725A. However, FERC is being conservative and not subtracting burden hours at this time from FERC-725A. (The supporting statement is consolidated with FERC-725G, which has a separate ICR.)
