The draft final rule to implement Amendment 5 to the Atlantic Herring Fishery Management Plan proposes the following new information collection requirements: A new open access herring permit for Areas 2/3 for limited access mackerel permit holders; Provisions for new herring at-sea dealer permit; An increase in the number of vessels required to submit herring pre-landing notifications through onboard vessel monitoring systems (VMS); The elimination of the VMS power-down exemption for vessels issued Atlantic herring permits; The option to use VMS to declare into the herring fishery in lieu of applying for a Letter of Authorization (LOA) for herring carriers; Gear declarations for limited access herring vessels; Observer notification requirement for limited access herring vessels and herring carriers; A requirement for vessel captains to submit a released catch affidavit documenting slippage events.

A reduction in the number of responses (16,065 to 15,310) and burden hours (1,231 to 1,159) is due to requirements which are no longer applicable to the industry. These include: 1) burdens associated with purchase, installation, and registry of VMS devices; 2) burdens associated with obtaining herring Category E and at-sea dealer permits; 3) in addition, burdens and costs associated with obtaining internet access for submission of reports were removed because free avenues to internet access are common and abundant.
