Respondents are owners or operators of rubber tire manufacturing plants which include each undertread cementing operation, each sidewall cementing operation, each tread end cementing operation, each bead cementing operating, eac green tire spraying operation, each Michelin-A operation, each Michelin-B operation, and each Michelin-C automatic operation. The standards require the sub- mission of notification when conducting performance tests and periodic reporting including semiannual reports of excess emissions and annual reports of Method 24 formulation data.
There is an adjustment increase in the total estimated burden and cost as currently identified in the OMB Inventory of Approved Burdens. This increase is not due to any program changes. The change in the respondent labor hour estimates occurred because of a change in assumption. This ICR assumes all existing respondents will have to familiarize with the regulatory requirements each year.
