The grants for Buses and Bus Facilities program (49 U.S.C. 5339) makes Federal resources available to States and designated recipients to replace, rehabilitate and purchase buses and related equipment and to construct bus-related facilities including technological changes or innovations to modify low or no emission vehicles or facilities. Funding is provided through formula allocations and competitive grants. A sub-program provides competitive grants for bus and bus facility projects that support low and zero-emission vehicles.There are three components to this program. The first is a continuation of the formula bus program established under MAP-21. With the passing of the FAST Act, the Bus and Bus Facilities Formula Program was expanded to include the Bus and Bus Facilities and Low or No Emission discretionary programs.
The change in this collection reflects an increase in burden hours and responses due to the addition of two new discretionary components in FTAâs Bus and Bus Facilities Program under the Fixing Americaâs Surface Transportation (FAST) Act. Previously, the Bus and Bus Facilities Program was strictly a formula program that provided funding to States and transit agencies through a statutory formula to replace, rehabilitate and purchase buses and related equipment and to construct bus-related facilities. With the passing of the FAST Act, the Bus and Bus Facilities Formula Program was expanded to include the Bus and Bus Facilities and Low or No Emission discretionary programs. The addition of the two discretionary components to the existing Bus and Bus Facilities Formula Program resulted in the increase of annual responses and burden hours.
