EPA charges user fees for administering its vehicle, engine, and evaporative component certification programs. Manufacturers and importers of covered vehicles, engines, and components are required to pay the applicable certification fee prior to their certification applications being renewed. This involves submitting payments along with a filing form identifying the engine family to be covered by the fee. There are also correction and refund forms. This ICR estimates the paperwork burden of submitting these fees and forms.
This is a renewal ICR for the entire certification fees program. The cost assumptions and analysis are identical to the previous renewal, updated with the latest labor costs and response estimates.
This cost estimate includes new cost assumptions based on changes to the fees process. Changes in burden reflect a labor decrease due to time savings from filing electronically instead of manually printing, filling and mailing paper forms and, also, a decrease in the volume of forms received and processed. The forms for this collection were also simplified for this renewal.
