The standard requires employers to train employees about the hazards of lead, monitor employee exposure, provide medical surveillance, and maintain accurate records of employee exposure to lead. These records will be used by employers, employees, physicians and the Government to ensure that employees are not harmed by exposure to lead in the workplace. As part of the SIP IV proposal, OSHA is proposing to remove the provisions in its standards that require employers to collect and record employeesâ social security numbers. Therefore, the Agency requests to remove the social security number collection requirements from the provisions in this Information Collection Request (ICR).

OSHA is requesting an adjustment decrease from 1,243,686 hours to 1,243,672 hours, a difference of 14 hours, and the cost to remain the same. This is because OSHA has determined that the requirement for employers to make information available upon request to the Assistant Secretary is also not a collection of information; OSHA typically requests access to records during an inspection, and information collected by the Agency during the investigation is not subject to the PRA under 5 CFR 1320.4(a)(2). Additionally, employers must also make information available to NIOSH upon request, but OSHA does not anticipate that NIOSH will request employers to make records available during the approval period. Therefore, the burden for the employer to make this information available to NIOSH is zero.
