The affected entities are subject to the General Provisions of the NESHAP at 40 CFR part 63, subpart A, and any changes, or additions to the Provisions specified at 40 CFR part 63, subpart RRRRR.
Owners or operators of the affected facilities must submit initial notification, performance tests, and periodic reports and results. Owners or operators are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. Reports, at a minimum, are required semiannually.
There is an adjustment decrease in the respondent labor hours and the number of responses as currently identified in the OMB Inventory of Approved Burdens. The decrease is due to a decline in the number of respondents. The previous ICR estimated eight facilities; however, recent industry information indicates that only half of these facilities are now in operation.
There is, however, an adjustment increase in the respondent O&M costs. There is not an actual increase in cost; rather, the increases occurred because this ICR accounts for contractor costs associated with Method 5 PM tests as an O&M cost, while the previous ICR accounted for this cost as a labor cost.
