The Centers for Disease Control and Prevention and the National Center for Health Statistics is requesting a revision(s) of the National Health Interview Survey to; 1) implement a new sampling design, 2) conduct methodological projects (a follow-back survey, a pilot test of wearable devices, and activities pertaining to questionnaire redesign), and 3) modify selected sections of the 2016-2018 surveys through a non-substantive change request. With this non-substantive change request, the Division of Health Interview Statistics seeks clearance to test the use of adaptive design in the NHIS. The aim is to investigate the impact of adaptive case prioritization on sample representativeness and nonresponse bias, while maintaining survey costs and minimizing any possible negative effect on the overall response rate.

Change in burden is the result of a Revision to 0920-0214. The difference is the result of not screening for minority households in the new design. There will no longer be 5 minute doorstep interview(s) on up to 10,000 addresses per year, however there is an addition of burden in 2016 for methodological activities associated with the upcoming questionnaire redesign.
