The 2014 Farm Bill allows all organic handlers to apply for an exemption from assessments on products certified as organic or 100 percent organic. This action created an increase in the number of respondents, responses, and burden hours for the AMS-15 form even though the per response time for the form was reduced to 15 minutes versus 30 minutes..
