Public housing agencies (PHA) apply for funding to assist very low-income families to lease or purchase housing. PHAs maintain records on participant eligibility, unit acceptability, lease and housing assistance payments, and budget and payment documentation. In some cases, PHAs voluntarily divest their voucher programs to a receiving PHA. PHAs may also project-base a portion of their vouchers or use their vouchers under the Homeownership Option.
Additional paperwork has been added in regard to the new portability rule. In addition, there has been a decrease in the number of PHAs from 2,302 to 2,224 since the last submission. Numbers have also been revised for new admissions, and portability based on current data in the PIC system. In addition, the information packet, which had inadvertently been omitted from previous PRAs, was added to this PRA. The information packet is provided to all new voucher holders at a briefing where the program is explained.
