To provide procedures under which FCIC will provide a final agency determination in response to an inquiry regarding the interpretation of any provision of the Federal Crop Insurance Act or any regulation promulgated thereunder, or on the written interpretations of FCIC procedures that are not covered by the regulations (e.g., procedures in handbooks, manuals memoranda, and bulletins). If RMA does not meet the established deadlines the requesters interpretation will be considered correct.

After reviewing requests received during the past year, this revised submission reflects a decrease of 63 respondents and responses. In addition, when reviewing the collection for renewal, the agency discovered that in the previous submission, FCIC estimated the burden hours on a three-year-period instead of on an annual basis. Correcting this error resulted in a decrease of -549 hours.
