The purpose of this data collection is to determine the interest among Indian Tribal Organizations (ITOs) in administering FNS programs, the capacity of ITOs to do so, and legislative and regulatory implications.
In February 2014, Congress passed the Agriculture Act of 2014 (P.L. 113-79). This Act directs FNS to conduct a study to determine the feasibility of Tribal administration of Federal food assistance programs, services, functions, and activities, in lieu of State agencies or other administrating entities. It also directs FNS to submit a report to Congress no later than August 2015. Due to the timing issues, FNS would not be able to obtain the data necessary for this report by the August 2015 deadline if this Information Collection Request (ICR) was submitted for review and approval through the regular PRA approval cycle. Therefore, FNS is requesting this emergency review so that the agency can satisfy its Congressional mandate.
