During the review of the final rule, the agency realized that the burden was undercounted for this program. The number of total responses is estimated to increase from 63,220 to 110,004. the increase reflects a more accurate accounting of the responses that will be required of all applicants and the accounting of certain forms associated with RES/EEI guaranteed loans that had not been previously charged against the rulemaking. The total hours to respond are estimated to increase from 312,601 hours to 378,558 hours. The primary reasons for this increase are: (1) the increase in the estimated number of respondents for grants, (2) increase in program funding, and (3) a more accurate accounting of the number of hours for application narrative and technical reports on RES/EEI projects and for the scope of work on feasibility study.
