The Vertical Tandem Lifts (VTLs) Standard requires employers to develop, implement, and maintain a written plan for transporting vertically connected containers in the longshoring and marine terminal industries. The written plan is necessary for the safe transport of VTLs in the marine terminal where factors affect the stability of a VTL which has a higher center of gravity than a single container.

OSHA is requesting an adjustment decrease to the existing burden hour estimate for the collection of information requirements specified by the Standard on Vertical Tandem Lifts (VTLs) Marine Terminals (29 CFR Part 1917). The reason for the adjustment is based on Agency staff expertise with marine terminals. The Agency concluded that the number of marine terminals that may use VTLs was lower for this ICR update.
