Abstract: This is a non-substantive change request to update the publicity material that will be used in conjunction with the December Crops/Stocks survey. The revised cover letter is being used in an effort to encourage more farm operators to report data as well as inform them of how the data will be used. There will be no change in the amount of respondent burden the publicity materials are already included in the supporting statement.

Short Statement: The overall increase, a program change in burden, is due primarily to the addition of the TOTAL screening form to the Area Frame Surveys. The rest of the changes are due to the adjustment in sample sizes to accommodate changes in the farming population.
