The Certificate of Competency Program allows a small business to appeal a contracting officer's determination that it is unable to fulfill the requirements of specific government procurement (or sale) contract on which it is the apparent successful offeror. The small business submits this information collection to SBA to help determine if the business has capability to perform that contract and therefore be issued a certificate of competency.
