The purpose of this project is to assess the capacity building assistance (CBA) needs of CDC-funded local and state education agencies (LEASEA) and NGO to develop a "Training Plan for Professional Development (PD) " to address those needs. The information will be used to inform the development of PD Plans to improve CDC grantees' program processes and operations in four major areas: Exemplary Sexual Health Education; Sexual Health Services; Safe and Supportive Environments and Policy. The proposed information collection will benefit CDC by providing standardized data that will allow CDC to: (a) improve PD programs to better meet the needs of CDC-funded LEAs/SEAs/NGOs implementing HIV prevention programs, and (c) help focus and improve PD quality. Without these data, the CDC's ability to proactively address the capacity building needs of funded grantees will be greatly impaired. As a consequence, grantees may not receive needed Professional Development and Capacity Building Assistance that will help them successfully implement and sustain their CDC-funded STD/HIV prevention programs over the life of their cooperative agreements.
