This evaluation examines a reemployment program targeted towards dislocated workers, as defined by the Workforce Investment Act (WIA), who wish to start or grow a business in their fields of expertise. The demonstration will seek to connect such workers to self-employment training, intensive business development assistance, and other services (including seed capital microgrants) to help them become more successful in self-employment. The main objective of the evaluation of the SET Demonstration is to understand whether providing dislocated workers with access to intensive business development services and self-employment training increases their likelihood of reemployment, their earnings, and their propensity to start a business.

Given the available resources, the main way that ETA has identified to achieve sufficiently high response rates for the SET follow-up is to reduce the survey's length and complexity, retaining only the core information needed to calculate key impact measures and contextualize important findings. Experimental studies of web surveys have shown that reducing administration times can increase initial participation and, in some cases, reduce break-offs
