The Consumer Product Safety Improvement Act of 2008 requires CPSC to promulgate consumer product safety standards for durable infant or toddler products. CPSC is proposing a safety standard for toddler beds that incorporates the voluntary standard for toddler beds issued by ASTM International ASTM 1821-09. Sections of the voluntary standard which are proposed as a mandatory standard, contain requirements for marking, labeling, and instructional literature that are information collection requirements under the Paperwork Reduction Act.
The reduction in cost burden is due to a change in accounting methods. Previous cost burden was the hourly wage costs for the hourly burden. There are no capital costs associated with this collection.
