Program guidelines are being issued pursuant to NOAA's authority to certify and integrate Regional Information Coordination Entities (RICEs) into the National Integrated Coastal and Ocean Observation System (System) under the Integrated Coastal and Ocean Observation System Act of 2009 (ICOOS Act). The program guidelines identify the process and requirements for certifying entities as RICEs.
As part of the application to become certified, a RICE must provide evidence to NOAA so the agency can determine that the RICE successfully meets the requirements identified in the program guidelines. The information will be reviewed internally by NOAA staff. It is expected that the respondents will be the eleven entities that currently coordinate the regional ocean and coastal observing system efforts of the U.S. Integrated Ocean Observing System.
