Legislation sets forth the authority by which AMS receives offers and awards contracts to distribute, handle, store, and transport agricultural commodities. The data collected assists AMS with making a determination whether a business is viable and capable of supplying product to the Federal government and is a requirement of the Federal Acquisition Regulations.
There is a decrease in respondents since the previous submission. However, there is a significant increase in number of responses, from 8,095 to 187,258 per respondent creating an increase of 46,006 burden hours. Requisite changes to purchase cycles and delivery schedules along with changes in quantity and selection caused AMS to require additional responses from respondents.
