These Coast Guard-issued forms are used as evidence of compliance with the International Convention for Safety of Life at Sea, 1974 by certain U.S. vessels on international voyages. Without the proper certificates or documents, a U.S. vessel could be detained in foreign ports.

The change in burden is an ADJUSTMENT due to change (i.e., decrease) in the estimated annual number of responses. The change in respondents and responses is due to a change in the way we pull data from the Coast Guard's MILSE database. A revised data query was used to eliminate double counting of the certificates that we issue. The methodology for calculating burden remains unchanged. The recordkeeping requirements remain unchanged.
