In accordance with 5 CFR 1320, the information collection is approved for 3 years. OMB
requests that when the agency submits the package for renewal that it conduct consultations with outside entities and incorporate those findings into the ICR package.

Licensees affected by Part 75 and related sections of Parts 40, 50, 70, and 150 are required to submit DOE/NRC Form 740M to inform the U.S. or the IAEA of any qualifying statement or exception to any of the data contained in any of the other reporting forms required under the U.S. - IAEA Safeguards Agreement. The use of Form 740M enables the NRC to collect, retrieve, analyze, and submit the data to IAEA to fulfill its reporting responsibilities.
This information collection request will also categorize this form as a common form. Once OMB approves the use of this common form, all Federal agencies using the form may request use of this common form without additional 60- or 30-day notice and comment requirements. At that point, each agency will account for ts number of respondents and the burden associated with the agency's use.
Form 740M is used by both NRC and the DOE. NRC provides the form and instructions to all affected licensees who must submit reports in a computer readable format. Once submitted by licensees, information from these forms is saved in a Nuclear Materials Management and Safeguards System (NMMSS). Common reporting forms are used to minimize the reporting burden on industry members required to provide regulations or contractual obligations. The licensee is thus able to file one report to meet the requirements of both agencies. Compliance with specific reporting requirements is monitored by the agency for which the specific data are required.
