The nonsubstantive change request of moving the requirements and associated burden hours/cost currently covered by OMB Control Number 2060-0369 to OMB Control Number 2060-0287 (EPA ICR Number 1684.19) is approved. EPA will include the requirements from 2060-0369 in the supporting statement for the OMB Control Number 2060-0287 when it is renewed prior to the August 2014 expiration date. After submitting the combined requirements in 2060-0287, EPA should also submit a discontinue request for 2060-0369 prior to the August 2014 expiration date.

This ICR is a revision to burden associated with emission certification requirements affecting converters of on-highway heavy-duty engines. EPA has finalized regulations to simplify and lessen the burden for manufacturers seeking approval to introduce into US commerce light-duty vehicles, light-duty trucks, medium-duty passenger vehicles, and heavy-duty vehicles and engines that have been converted for use of fuels that the original models were not designed for, such as from gasoline to liquid propane gas (LPG) or compressed natural gas (CNG). This ICR covers the heavy-duty portion of the proposal.
