ATF may authorize other means of identification of firearms(marking variance) upon receipt of a letter application showing that such other identification is reasonable and will not hinder the effective administration of the firearms regulations. ATF F 3311.4 will be used as a letter application for licensed Federal importers and manufacturers to request approval to use an alternate means for identifying firearms.
Open interpretation of which information is required from industry members to submit marking variance requests, results in incomplete requests and increased efforts (by the industry and the government) to obtain information required to process requests and delays ATF's response time. Therefore, ATF believes the use of a universal form and uniform method to request marking variances will streamline the application process.
