Because our 2011 methodology for obtaining phone numbers to reach our FHWAR sample addresses did not have a high success rate, we (Census and the survey sponsor, Fish and Wildlife Service) plan to research new methodologies to collect household phone numbers for our sample addresses. Specifically, we plan to test a pre-screener both on paper and on the Internet to collect contact information and general participation information. The purpose of the test will be to determine what percentage of households return the questionnaire with a telephone number that reaches the sample address.
