The Pacific Fisheries Management Council implemented per the Magnuson Stevens Fishery Conservation and Management Act a Groundfish Trawl Rationalization Program. Rationalization programs are known to have extensive beneficial outcomes for fish stocks. Literature shows mixed outcomes for the fishery participants, who may suffer negative impacts. These impacts are commonly referred to as social impacts. The purpose of this study is multi-fold. Baseline data and 1 post-rationalization data collection effort are the foundation to measure changes in the system. However, time series data is essential to capture the full range of impacts related to this program. This post rationalization research will update the baseline and detect changes in the system. Extensive pre and post rationalization data is the only way to accurate measure social impacts. The collection of this data will provide fisheries manager's social science data which is typically unavailable or available in limited quality. This research will collect extensive data about the people in the fishery for the maximum benefit to all parties, including fisheries managers and contribute to the five year review of the management program.
Adjustments were made to the burden, reflecting some consolidation of the fishery due to the catch shares program, and more accurate estimates of the population.
