Technical Assistance and Training (TAT) and Solid Waste Management (SWM) are competitive grant programs administered by Rural Utilities Service (RUS) to make loans and grants to public agencies, American Indian tribes, and nonprofit corporations. The loans and grants fund the development of drinking water, wastewater, and solid waste disposal facilities in rural areas with populations of up to 10,000 residents. Grants are made for 100 percent of the cost of assistance.
Since the last submission there is a program decrease of 640 responses and 730 burden hours. This program change is associated with removing SF-269a, which is now obsolete and discontinuing use of SF-270. These two forms were replaced with SF 425 and its burden is accounted for in 4040-0014. There is an adjustment decrease of 30 responses and an increase of 516 hours due to an increase in narrative, scope of work and budget justification along with including the reading the regulation and/or application guide for instructions. These actions result in an overall decrease of 670 responses and 214 burden hours for this submission.
