NASS is submitting this non-substantive change request for testing the comparability of the farm labor categories used by NASS with the Dept. of Labor's Standard Occupational Codes (SOC). Prior to the operational labor survey that will be conducted in October, 2013. NASS would like to do a cognitive interview of 25 â 30 operators who responded to the April 2013 labor survey. Based on the information that is gathered during this phase of testing, NASS will develop a supplemental questionnaire to use in October 2013 during the live survey.

The increase in respondent burden is due to a two part test that will be conducted in July and October 2013 to measure the comparability of the NASS labor classifications with the Department of Labor's Standard Occupational Codes.
