The regulations govern the grazing of livestock on the Navajo Partitioned Lands, Navajo-Hopi Former Joint Use Area; additionally, these regulations conserve the range-lands of the Navajo Partitioned Lands to maximize future use of the land for grazing and other purposes. The regulations are a result of a number of court cases.
The program made adjustments to the Form 5-5015 (NPL: Grazing Permits) to provide clear guidance and instructions. The burden hours have increased (1,888 to 2,122), which resulted from adjusting the time to complete the forms (from 20 minutes to 1 hour).
