Under USC 26 5842 ATF requires each licensed firearms manufacturer or licensed firearm importer to legibly identify each firearm by engraving, casting, stamping (impressing), or otherwise conspicuously placing on the frame or receiver an individual serial number. This number is used to facilitate the investigations of the criminal use of firearms.

The reason for this adjustment is the program office adopted a suggestion received during the 30-day Federal Register comment period to consider the additional time it takes to transport the firearm to the machinery, load the firearm in the machinery, and unload the firearm from the machinery. The increase is an additional 55 seconds per respondent. This makes the total annual burden hours increase from 2,500 to 30,000.
