Without the proper certificates or documents, a U.S. vessel could be detained in a foreign port.

The change in burden is an ADJUSTMENT due to a change in the vessel population. There is no proposed change to the recordkeeping requirements of this collection. The recordkeeping requirements, and the methodology (except as noted below) for calculating burden, remain unchanged. NOTEÂIn this ICR we estimate an annual increase in responses and burden, but a decrease in respondents. This change is due to an error in the past on how respondents were calculated. See section 12 Table 4 footnotes that indicate that respondents in rows (c) through (f) are the same as or a subset of the respondents in row (a).
