All boat-based non-commercial fishermen who fish for bottomfish management unit species in the federal waters of the main Hawaiian Islands must obtain a bottomfish fishing permit from the National Marine Fisheries Service (NMFS). All vessel owners or operators must submit a logsheet report at the conclusion of every fishing trip.

Pub.L. 94 - 265 303
Name of Law: Magnuson-Stevens Fishery Conservation and Management Act as amended in 2006
Adjustments: Initial estimates of respondents and responses proved to be too high. We did not have firm data on which to base our estimate of those who would apply for the permits, hence our initial estimate range of 800-5,000. Also, fewer trips were taken per permittee than had been estimated.
In addition, the time estimated for the permit application was revised from 20 minutes to 15 minutes. Cost reduction from fewer items being mailed is slightly offset by a postage increase to $0.44.
Program change: At the time of the original request, the amount of the permit fee had not been established. It is now $41, or a total of $4,100, per year.
