This rule revised the airport certification regulations and establishes certification requirements for airports serving scheduled air carrier operations in aircraft with 10-30 seats. The changes to 14 CFR Part 139 result in additional information collections from respondents.

The primary change from the previous submission is because at the previous submission, not all part 139 airports were certificated and fell under the new rule. That large pool of airports has now completed all the main initial reporting requirements under the rule and now must comply with all of the certification requirements of Part 139 listed above in question 12. This has resulted in fewer responses to the initial reporting requirements, and an overall increase in the reported burden.
