This information collection is necessary to comply with 5 U.S.C. Sec. 2301, which requires adequate public notice to assure open competition by guaranteeing that necessary employment information will be accessible and available to the public on inquiry. The USPTO uses the electronic transmission of this information to review and rate applicants on-line almost instantaneously. It is also used by the USPTO to expedite the hiring process by eliminating the time used in the mail distribution process, thereby streamlining labor and reducing costs.
This information collection is currently approved with 7,000 responses, 3,500 burden hours, and $7,000 in annualized (non-hour) costs. The USPTO estimates that the number of submissions will increase by 3,000 responses per year, with an estimated increase of 1,500 hours per year in burden. Therefore, the USPTO estimates that this collection will have a total burden increase of 1,500 hours due to administrative adjustments. Due to estimated increases in the number of submissions and in the postage rate, the USPTO estimates that the total annual (non-hour) costs for this collection will increase by $3,800 per year due to administrative adjustments. Therefore, the USPTO estimates that this renewal will have a total of 10,000 responses, 5,000 burden hours, and $10,800 in annualized (non-hour) costs.
