Abstract: The collection of information is used by both State and FEMA Regional staff to facilitate the declaration request and grant administration processes of FMAGP, as well as end of year internal reporting of overall declaration requests and estimated grant outlays. The FMAGP also details applicant eligibility and the eligibility of cost to be considered under the program. FEMA actively work with State and Tribal emergency managers as foresters on the efficient delivery of fire management assistance.

Short Statement: The total annual burden hours increased from 334 hours to 810.5 hours. This adjustment increase is due mostly to an increase of the estimated number of respondents, and a more accurate estimate of the time required for the collection. These are explained below. The previous collection estimated 18 respondents. The number of FMAGP declared fires has increased and continues to increase. 25 is now a more accurate estimate of the number of respondents. The number of responses per respondent remains the same as the previous collection. The FEMA-State Agreement and Amendment burden hours were previously estimated at 0.083. The 24 minutes time estimate in the current collection is a more accurate assessment of the collection time. The State Administrative Plan for Fire Management Assistance – The added 56 hours reflects the increase in number of respondents from 18 to 25. FEMA Form 078-0-1 (previously FF 90-58), Request for Fire Management Assistance Declaration, the added 28 hours reflects the increase in number of respondents from 18 to 25. FEMA Form 089-0-24 (previously FF 90-133), Request for Fire Management Assistance Sub-grant – The burden hours were previously estimated at 0.167. The 18 minute time estimate in the current collection is a more accurate assessment of the time. FEMA Form 078-0-2 (previously FF 90-32), Principal Advisor's Report – The total burden estimate for this form has increased from 24 hours to 300 hours. The added 276 hours reflects the increase in number of respondents from 18 to 25, and an increase in the estimated collection time from 1 hour to 3 hours based on discussion with respondents with experience gathering data and completing the forms. Appeal Letter – No change in the Appeals burden hours. Duplication of Benefits Letter – The burden hours increased by 28 hours to reflect the increase in number of respondents from 18 to 25. Training Sessions are provided for Regional staff and Staff officials annually. The total burden estimate for training has increased from 1 hour to 37.5 hours. The added 36.5 hours reflects the increase in number of respondents from 18 to 25. Also a new and more comprehensive training program was recently developed which will increase the quality of training for attendees and also increased the time. Note: The numbers in ROCIS are different due to rounding.
