Abstract: Under 27 CFR 555.103, ATF requires the completion of ATF F 5400.6, User Limited Permit (Explosives) for the person who makes a one-time purchase of explosives from out of state. It is used one-time only and is nonrenewable. The explosives distributor makes entries on the form and returns the form to the permittee to prevent reuse of the permit. The purpose of the collection is to allow the permittee to have evidence that he/she lawfully acquired the explosives.
