The rule implements section 213(a) of the Fair and Accurate Credit Transactions Act of 2003 ("FACT Act"), requiring the FTC to issue a rule to improve the required notice to consumers of their right to opt out of solicitations for receiving firm offers of credit or insurance. In order to make the notice simple and easy to understand, as mandated by the FACT Act, the Rule sets forth certain baseline requirements for the size, placement, and format of the notice.
