Title 46 CFR Subchapter Q: Lifesaving, Electrical, Engineering and Navigation Equipment, Construction and Materials & Marine Sanitation Devices (33 CFR part 159)
This information is used by the Coast Guard to ensure that regulations governing specific types of safety equipment, material and MSDs installed on commercial vessels and pleasure craft are met. Manufacturers are required to submit drawings, specifications, and laboratory test reports to the CG before any approval is given.
The change in burden hours is an ADJUSTMENT. There is no proposed change to the reporting or recordkeeping requirements of this collection. The reporting and recordkeeping requirements and the methodology for calculating burden remain unchanged.
The following listed below are changes to the collection:
Decrease in respondents, responses and burden (i.e., burden hours) are due to several factors-
o A decrease in the number of items on the equipment/material inventory.
o A change in how equipment/material manufacturers (i.e., respondents) are determined, from one manufacturer per piece of equipment/material, to a count of distinct manufacturers in the CGMIX database. This change results in the number dropping from 3,735 to 287. NOTE-Total respondents for the ICR includes existing 287 mfrs, plus 80 new mfrs, plus 209 servicing facilities and 2 independent/recognized labs for a total of 578 respondents.
o A correction in how the Approval Procedure number of responses is calculated. In the last ICR, we included the total number of mfrs. This was in error, and is corrected in this ICR.
Changed ICR title to add Navigation Equipment.
Added the equipment approvals associated w/ NVIC 8-01 in this ICR, to reflect the interaction we have with navigation equipment manufacturers.
Updates are provided for cost burden associated with this collection of information.
Note-For readability, the Coast Guard has moved information from 4 tables in the Supporting Statement into an Appendix. The info includes-(1) Approved Equipment, (2) Instructional Materials, (3) Markings, and (4) Records of Production Testing.
The Coast Guard has developed printable instructions for this collection of information.
