The information collection requirements associated with this proposed rule are not approved at this time. ACF will evaluate public comments on these collections and resubmit at the final rule stage. ACF will (1) provide the "IM," not an FR citation, as a collection instrument because the IM contains reporting instructions to respondents; and (2) in the supporting statement (at #3), describe how and by whom the HSES will be used to report this information. If the HSES will be used by all respondents, ACF may wish to consider submitting this ICR as a revision to the existing HSES collection.

The Head Start Act establishes that grantees will be awarded grant funds for five year periods and only grantees delivering high quality services may be designated to continue to receive funding under the Act. The proposed rule establishes the criteria that the Office of Head Start will consider and whether to provide a subsequent award to an incumbent non competitively or to determine competitively the best provider of services in the community. The information being collected will be used to determine if an incumbent Head Start and Early Head Start grantee will receive funding based on providing high quality services.
