Entities potentially affected by this action are the owners or operators of fossil fuel fired steam generating units. The affected entities are subject to the General Provisions of the NSPS at 40 CFR part 60, subpart A and any changes, or additions to the General Provisions specified at 40 CFR part 60, subpart D. Owners or operators of the affected facilities must: make one-time-only notification of occurrences such as construction/reconstruction and startup; submit reports containing information such as monitoring system performance and excess emissions; and maintain records of occurrences such as startups and shutdowns. Reports, at a minimum, are required semiannually.
