Persons who apply for a permit to purchase explosive intrastate must certify in writing that he is familiar with and understands all published State laws and local ordinances relating to explosive materials for the location in which he tends to do business and submit the certificate required by the Federal Water Pollution Control Act. This collection of information is contained in 27 CFR 555.49
